Edgar Linneo Ynsfrán, adolescente confinado al Chaco, basquetbolista, abogado, cajero bancario, vendedor de heladeras Frigidaire, exiliado político, editor de América-Sapucai, delegado por Paraguay en la Tercera Asamblea General de la ONU en Paris (preparación del anteproyecto de la Declaración Universal de los Derechos Humanos, 1948), jefe de policía, ministro del interior estronista… Y memorialista con un primer tomo aparecido en 2006. Libro que he leído con deleite, como un libro de historia del Paraguay del siglo XX, no se cuán objetivo sea, pero se siente en varias páginas su deseo de sinceridad, de auténtico testigo de muchas horas históricas. Haré un resumen muy a vuelo de pájaro de lo que más me ha llamado la atención.
Perfiles de protagonistas en nuestra historia:
Alfredo Stroessner: admirador del escrito de Ynsfrán “La irrupción moscovita en la armada paraguaya”, le invitó a representar al país a un congreso anticomunista en Rio de Janeiro. Veladas al atardecer donde el rubio critica a sus antecesores por sus errores: Federico Chaves, Natalicio. Sobre esta figura de la historia paraguaya escribió: “No había estudiado para presidente, fui empujado por la fuerza de las circunstancias y de los errores ajenos”.
Natalicio González: como seguidor de él fuimos agrupados como guiones rojos, pues entre los miembros estaban los fundadores del famoso “Guion rojo”, un grupo de acción que había actuado antes de la guerra civil para evitar que la oposición se adueñara de la calle. La doctrina “Tesis campesina”, un manifiesto de Don Manuel Talavera pronunciada el 22 de octubre de 1947, fue enarbolada por Natalicio como fundamento de su gobierno.
Epifanio Méndez-Fleitas: Protegido por Federico, por Stroessner, por Perón. Secretario del ministerio de Hacienda de Morínigo bajo Natalicio, jefe de policía de Molas López, presidente del Banco Central bajo Chaves y Stroessner, durante el golpe del 4 de mayo de 1954 un leal suyo mató a Roberto L. Petit. No mereció el exilio eterno impuesto por su amigo Stroessner, compañero de conspiraciones múltiples y enemigo irreconciliable y tenaz desde 1955.
Cnel. Rafael Franco: Conocido como Leoncaré, por renguear. Líder del movimiento popular del 17 de febrero. Sus aptitudes políticas no estuvieron a la altura de su prestigio militar. Al cabo de 18 meses de gobierno fue desalojado por el golpe militar del 13 de agosto de 1937.
Federico Chaves: bonhomía paternal y habilidad contemporanizadora que encubría pasiones fuertes.
Higinio Morínigo: Pynandi ruvicha, slogan que fue pegado en las paredes de la capital promoviendo la continuidad de su gobierno. Lo visitó dos veces durante su exilio argentino. El golpe de 3 junio de 1948 lo hace renunciar. Su gobierno al principio fue un gobierno militar sin apoyo partidario, luego logró el apoyo del “tiempismo”, grupo cívico de élite de derecha. En 1946 aceptó la colaboración del Partido Colorado y del Partido Febrerista. Promovió la vuelta de todos los exiliados, incluido los comunistas, con la llamada “Primavera Democrática”.
Perón en Paraguay: Muy amigo de Epifanio, que en representación de Chaves lo invitado a visitar el país en 1953. La Fundación Evita Perón mandó donaciones para niños. Agradecido Perón condecoró a Epifanio en la Plaza de Mayo el 17 de octubre de 1953 con la medalla “Lealtad peronista”. Derrocado en setiembre de 1955 es asilado en Paraguay, alojado en la mansión de Ricardo Gayol, compatriota del ex presidente. Le preguntó por qué motivo no había resistido a la revolución. “Porque estos bárbaros querían destruir la refinería de La Plata”.
Arturo Bray: Solventó la crisis de José P. Guggiari en 1931 durante los sucesos del 23 de octubre. Fue leal al gobierno, no intentó aprovecharse de la situación e intentar tomar el poder.
